In continuation of my confidential despatch of the

22nd October, I have the honour to confirm my cypher telegram of the same date, and to acknowledge your reply of the 23rd October.

Paraphrases of both messages are enclosed.

In accordance with your decision those of the

German and Austrian Community who were liable for military service

or who, being of the age which renders a man liable, could not

satisfy the Military Authorities that they were exempt, were made

prisoners of war; while the rest, with the exceptions mentioned

below, were served with Orders of Deportation on condition that they gave parole in the form attached.

The exceptions were:-

(a). The Manager of the Deutsch-Asiatische Bank who, although

only 41+ years of age the General Officer Commanding

and I agreed might be exempted in consideration of his position in the mercantile world and of the fact that he is not of a physique which would make him a useful

combatant;
